1. It would be appreciated if you would be present at
a meeting to be held in Room 2101 M Building at 10:00 o'clock,
Friday, 13 July, to discuss informally developments in your
office since the Director's approval of the policy of decentral-
ization of liaison.
2. I have in mind that our joint review of such develop-
ments and an interchange of views would be mutually profitable.
3. While you are not requested to prepare any paper on
this subject it would be appreciated if you would be?prepared
to present orally summary comment on developments in your
office with respect to the following questions:
a. Measures taken to insure an adequate understand-
ing on the part of the substantive officers in carrying
out liaison.
b.' What control measures are in use in your office.
c. What is the general nature of your own evidence
regarding the performance of your people.
d. What shortcomings or dangers do you see in the
existing arrangements.
