p FAR'-1-2371 Approved For Release 2000/08/2~~i r ilq 1500750A000100040080-7 MEMORANDUM FOR: Executive Secretary of the National Security Council SUBJECT: latelligence Support for the Voice of America with Regard to Soviet Jamming REFERENCE: (a) Letter from Special Assistant, Intelligence, Department of State to the DCI, dated 24 March 1950 (b) IAC Meeting on 31 March 1950 (c) Memorandum to DCI from Executive Secretary, NSC, dated September 1, 1950 ENCIASURE: Six copies of Report of the SAC Ad Hoc Committee on Soviet Jamming of the Voice of America, dated 2 June 1950, with copy of Air Force Memorandum, dated 27 June. 1950 1. Transmitted herewith are six copies of the Report of the Ad Hoc Committee on Voice of America Jamming for distribution to Members of the Security Council. With respect to the above references this Committee was authorized for the express purpose of considering intel- ligence support for the Voice of America with regard to the penetration of Soviet jamming. 2. The Report and its Recommendations have the unanimous.concur_ rence of the Committee members and bear a direct relationship to NSC 66 now pending before the NSC. Ereos,af unqualified approval have been received from all Members of the IAC except the Director of Intelligence, Headquarters, USAF* A copy of his letter dated 27 June 1950. is attached to the Reporto L. With reference to Recommendation 3 in the Report about an additional monitoring facility, I recommended to the Intelligence Advisory Committee that this Agency be directed to expand its present monitoring service as a "service of common concern" under Section 102 (d) (1) of the National Security Act of 19117, as amended, and to coor- dinate this to avoid duplicating the existing facilities of the Federal Approved For Release 2000/08/26 : CIA-RDP61 SO075OA000100040080-7 Approved For Release 2000/08/2 61 S00750A000100040080-7 Communications Commission and Armed Forces Security Agency and other organizations into a worldwide monitoring operation. This is not agreed to by the intelligence agencies of the Army, Navy, and Air Force. They recommend that this matter be given further considera- tion by the United States Communications Intelligence Board and by the Armed Forces Security Agency Council. 5. Accordingly, Recommendation 3 in this Report will be referred to the USCIB. R. H.
