Security of Information and Avoidance of Publicity: Outside agencies have taken some steps to implement NSCIDs 11 and 12 in accordance with their ideas and with the procedures in the different agencies. Chief, I&SS, thinks CIA has no authority or responsibility for enforcement. No reply from General Counsel to COAPS Memorandum of 1 May. No further action will be taken by CORPS.
