1. Information: Mr. Come reported that althoegh there bad cot been
a :meting of the Subeommittee since last September various membees ot tee

had been busy on matters of common concern during this patiod. Me.
Coae announoed that Mr. Hebert Ashton, who was a charter member or tiee
Subcommittee repreeenting the Department of Commerce, ret7Lred frcm goeem-
ment servtae on 1 January 1958. In view of tbm interest displayed by Or.
Ashton in the Subcommittee on Transportation and the contributioe made. by
Dr. Ashtoe to the work of the Subcommittee, Mr. Come sugaested that it
would be appropriate to send Dr. Ashton a letter of appmeciation.
2. Action: The Secretary of the Subcommittee wan directed to qrepaie
ttar of appreciation to be aent to Dr. Ashton by the Mairmae of
Subcommittee.

Another pralee in this field was the proposal that Chapter t of the

L. Colonel Bra= reported next on the Army participation In --%e
NIS program. For the convenience of the membership there is attavhemd =1:le
USATIA schedule of NIS production for the railroad, higtiway and inland
waterway sections of Chapter III. Colonel Brava also mentioned 'orietkr the
work heingdone 'by the Army on Section 35, Ports, and Naval Facilitica,
and motel the contribution being made by ONI on naval facilities and
Abi ards to this section.

stated that the Transportation Branch of ORR had gone
through a altght reorganization; there are now 4 sections in the braeeh.
There are tee regional sections dealing with inimad transportation ln the
three major areas of the Bloc: USSR, Far East, and European Satellite.
The fourth section, called International Operations, is responsible for
Sino-Soviet Bloc merchant shipping and civil aviation. He said further
that considerable thought had been given to the long term research objectives
of the Traneportation Branch and they were now well-established.
The main purpose of transportation research in ORB is to establish
the capability of transportation in the Sino-Soviet Bloc and. to afire and
evaluate the relationship of transportation to the economies of these
countries, regions within these countries, and the Sino-Soviet Bloc az a
whole. Another important objective in transportation research in to
identify and measure those fields of transportation that potentially may
provide a caupetitive threat to the West. In connection with the latter
objective, a study is proceeding on Bloc civil aviation.
reviewed briefly the studies recently distributed by ORB and the disteibution
schedule for the balance of this fiscal year.
Animaters of the Subcommittee indicated considerable interest in
the relationship of transportation to US and USSR ICBM and IRBM programs.
Mr. Co,e and Mr. Armbruster will attempt to arrange a meeting, that will be
open to the membership of the Subcommittee, on logistic problems associated
with these programs. The membership of the Subcommittee was invited to
attend this meeting and will be informed of the date and place of the
meeting.

7. Information: The Secretary informed the Subcommittee that the
Association of American Railroads has agreed to sponsor an exchange visit
with the USSR In the field of railroad transportation. The Department of
State appears willing to proceed with this exchange and it may be possible

to aceomplish such an exchange this year. Very little progress, however,
has been made to date for exehanges in the fields of highway transportation
and civil aviation.
Work Program of the Subcommittee on PrImpaIstion
8. Information: The membership of the Subcommittee appeared to feel
that more frequent meetings or the Subcommittee would be desirable and that
an active work program should be devised.
9. Action: It was agreed that the Subcommittee should meet at least
once each month and that the next meeting should be no later than the last
week in March at which time further discussion of the work program of the
Subcommittee would take place.
