Discussion This paper consisted of a memorandum to the Chairman of the Executive Com- mittee from the State Department member,entitled "China Trade Controls" and, attached thereto, an "Outline for U.S. Proposal for Revision China Trade Controls". The State member pointed out that this paper is a check list of the points that should be included in the approach to the participating coun- tries when the U.S. proposal for the revision of China trade controls is pre- sented to them. It is included as EDAC D-127/6f in the package being prepared for EDAC consideration. 2. Consideration of Executive Committee transmittal to EDAC Decision ?v~ The transmittal memorandum, entitled "Proposal for Implementing Paragraph 21 of NSC 5704/1", as revised at this meeting, was approved by all members. This memorandum describes the papers which have been prepared for EDAC con- sideration on the revision of China trade controls. It also requests that EDAC determine which sectors and items should constitute the U.S. position and to consider and approve an outline of negotiating tactics. It will serve as the cover memorandum to the entire package presented to EDAC (EDAC Dm127/6g). 3, Question of forum into which U.S. proposal should be introduced The Executive Committee agreed that differences of view with respect to the forum into which the U.S. proposal should be introduced made it necessary to have a resolution of the problem before an EDAC meeting is held to review the reference papers. Therefore, it was understood that the Department of State would let the other agencies know when it has taken a position on this matter or, if it so desires, put the matter before EDAC for consultation and advice. Discussion The forum into which the U.S. proposal for the revision of China trade controls should be introduced was discussed. Some members felt that it should be put directly into the Consultative Group, and others felt that it should be intro- duced into CHINCOM until proper focus could be put on the policy aspects that would have to have Consultative Group settlement.
