Schedule on the USSR. The ec?plete schedule is a consolidation of US and
? priorities with consideration given to time elapsed since last revision.

2. Since the number of reporting personnel is stringently limited and
the number of effective observing hours of this personnel is further reduced
by Soviet obstruction and surveillance and the danger of compromise it
is essential that we in Washington ask only for high priority information
'hich will be used. In the past collection demands have greatly exceeded
collection abilities. This decreases the probability that items reported
are those most needed and tends to discourage field personnel. Since many
of the areas to be covered
in the last travel
consumers it is urged that special efforts be made to avoid asking questions
for which answers are available in Washington. Enclosed is a list of all re-
ports known to this office covering US Embassy Travel during September and
October. This supplements the list forwarded to you on 1 November 1954.

3. The following points should be noted when preparing contributions

b. Targets which are not described with sufficient precision to
allow identification by a traveler will not be included.
Proper location should include, where possible:
(1) A kilometer reading for items along a route and not in
towns for which there exist US Target Complex Mosaics
or Charts, series 25.
(2) Location by coordinates and sheet number for item in
areas covered by US Target Complex Mosaics or Charts,
series 25. Where an MR or CR number exists on annotated
mosaics and charts it will replace coordinates.

A street address where possible.
Any additional information which may assist the traveler.
c. Where no information is known the guide, "General Observations
Applicable to All Journeys - October 1953", currently under
revision, may be used. When same information exists here, it
is necessary to specify the particular features of a target
which are desired. This enables the traveler to concentrate
on filling the gaps and avoids reporting information already
held.
It is requested that contributions be submitted in-the following
form.

e. Items of unusual urgency and importance may be noted with an
asterisk. This should be done with restraint and confined to
the most exceptional targets.
4. As agreed it is expected that Air Force will supply four copies
of UB Target Mosaic and Charts covering areas under consideration and Army
will supply four copies of the 1/250,000 maps covering routes.
5. The names of additional routes and town briefs to be revised or
prepared in April and May will be forwarded to you by the middle of February.
