Since the experience factor in the earlier days was very meager, we have operated on a s&Ww flexible basis and if your estimate was overrun on spare parts, tech reps or maintenance and overhaul contracts we simply would make the necessary adjustments because of our mutual lack of experience data. In view of a budget which becomes tighter each year, it would be to our mutual advantage that you furnish written data on the first of every second mouth beginning with 1 February 1959, indicating by contract the dollars incurred to date and estimated expenditures to completion of the period or the work involved. This will enable us to have information on Program Funding changes and take appropriate action at an early date. A detailed explanation should be furnished in event of changes in the estimate. It is suggested that your estimates on spare parts and main- tenance and overhaul of equipment be coordinated with the appro- priate Depot prior to submission.
