Bundy, Secretary, IAC From : Communism Chairman, Committee on International Subject: Interim Report Pursuant to IAC Directive ? Reference IAC-D-99/2, dated January 24, 1956 In accordance with the referenced directive, the Committee on International Communism (CC) submits the following interim report of its activities for IAC consideration. The CC was directed to devote its attention to the following principal problems: "5. The Committee will: a. Consider and recommend appropriate action on matters related to: (1) National requirements and priorities. (2) Agency requirements. (3) Means of coordination to meet national and agency requirements. b. Consider developments in the international Communist movement insofar as they relate to requirements." I. The CC, with membership representing each IAC agency, and, in addition, with representatives of the USIA, has convened approxi- mately bi-weekly since its establishment. Reviewed the intelligence production of each of the agencies represented to determine adequacy of coverage to support national and agency requirements; B. Considered, in general terms, the adequacy of intelligence collection to support national and agency requirements; C. Reviewed procedures for interagency coordina- tion in intelligence production and collection; and D. Almost completed a general review of collection problems and deficiencies area by area. II. Significant gaps in LAC intelligence production have been noted. The LAC collection agencies have pointed out the difficulties involved in correcting these deficiencies. Amelioration of these problems is believed to be possible through a combination of improved inter-agency coordination, more precise and timely statements of requirements, and by the allocation of specialized personnel to field collection. III. Future Plans The Committee intends: A. To complete its general survey of intelligence collection and evaluation noted above; B. To prepare a report to the IAC on the results of the general survey with suggestions for priorities and future appropriate action; and C. To shape its future work in accordance with the findings and proposals of the above report. IV. Recommendations 1. That the IAC take note of this interim report. Z. That the IAC approve the plan for continuing operations of the CC outlined above.
