SEVENTH ANNUAL PROGRESS REPORT TO THE IAC
OF THE
ECONOMIC INTELLIGENCE COMMITTEE
July 1957 - June 1958
I. Principal Accomplishments in Economic Intelligence Coordination.
During Fiscal Year 1958, Economic Intelligence Committee activities
were focused principally on the revision of the various directives de-
lineating responsibilities and functions for the coordination of foreign
economic intelligence, on the production and coordination of economic
intelligence on the Sino-Soviet Bloc and on Bloc economic activities
in Free World areas, and on the review of the current status of
economic intelligence research as a guide for individual agency program-
ming.
Coordinated reports were issued during the year on Communist
China's trade and transport; on Sino-Soviet Bloc economic activities
in underdeveloped areas; on "Soviet Civil Defense and Air Raid Shelter
Construction" (a CIA report coordinated by the EIC); on "Trends in
Middle East Oil" (a contribution to NIE 30-2-57); on Sino-Soviet Bloc
military consumption of petroleum, 1956-57 (a subcommittee working
paper); and on other subjects. General surveys were published of
economic intelligence research on the Sino-Soviet Bloc and the Free
World undertaken within the US Government and selected 25X1
. Revised "Priority National
Economic Intelligence Objectives" (PNEIO's) were prepared for guidance
in economic intelligence collection and production, and the EIC Sub-
committees were directed to review their priority research and collec-
tion deficiencies in the light of these revised PNEIO's. EIC Sub-
committees continued to provide substantial technical advice and
suggestions to the IAC Ad Hoc Committee on Exchanges. At the end
of the year, major reports and surveys in progress included a study
of Soviet agricultural prospects, a semiannual analytical study of Bloc
economic activities in underdeveloped areas, and a survey of non-Bloc
economic intelligence research. In addition, a special survey of US
Government professional personnel engaged in economic intelligence
and related economic research was undertaken by the EIC as a part
of its responsibilities under DCID 3/1,
II. EIC Accomplishments in Fiscal Year 1958,
A. Major Studies and Related Support Activities.
During Fiscal Year 1958 the EIC produced coordinated studies
on a number of different problems, as follows:

1. Two reports were published continuing the series of
periodic summaries and analytical reports on Sino-Soviet Bloc
economic activities in underdeveloped areas: EIC-R14-S3 and
EIC-R14-S4, Sino-Soviet Bloc Economic Activities in Underdeveloped
Areas, covering the periods 1 January - 30 June 1957 and 1 July
31 December 1957. In addition, the EIC Working Group on Sino-
Soviet Bloc Economic Activities in Underdeveloped Areas published
26 Biweekly Reports and a chronological index for 1957 covering these
developments on a current factual basis. EIC-R14-S5, covering the
period 1 January - 30 June 1958, was in preparation at the end of
the Fiscal Year, being scheduled for publication late August 1958.

2. EIC-R1-S6, the seventh EIC report on Communist China's
trade and transport covering 1956, was published in December 1957 as
a US. unilateral report without a joint conference as in the past.
but using considerable data from ? In FY 1959, in lieu 0f25X1
an eighth revision of this series, it was recommended to the IAC, and
approved, that the principal conclusions and summary statements of
a selected group of scheduled research studies bearing directly on the
subject of China's Trade and Transport would be reviewed by the appro-
priate EIC Subcommittee(s) and these studies, when published, would
contain forewords noting concurrences or reservations of the reviewing
agencies. In addition, the EIC will undertake the issuance of an
annual summary of these conclusions. The EIC was to report to the
IAC a year later as to the suitability of this alternative procedure.
3. Other studies undertaken or reviewed by the EIC included:
EIC coordination of a CIA/ORB project on Soviet Civil Defense and Air
Raid Shelter Construction; and a contribution on economic intelligence
for use by the IAC in its Annual Report to the National Security Council
on the Status of the Foreign Intelligence Program as well as contribu-
tions to the Semiannual Reports to the President's Board of Consultants
on Foreign Economic and Geographic Intelligence Activities. One EIC
Subcommittee coordinated and published a working paper on Military
Consumption of Petroleum Products, Sino-Soviet Bloc, 1956 and 1957;
while another Subcommittee prepared and published two research aids
in the field of electronics and telecommunications.

B. Review of Research and Support of Research Programming.
1, The EIC published two major survey listings of internal and
external economic research projects. EIC-S-28, covering selected nen-
Bloc areas for the period 1 July 1956 - 30 June 1957; and EIC-S-2,9,
covering the Sino-Soviet Bloc for the period 1 December 1956 - 30 No-
vember 1957. These surveys cover projects in progress or completed,
throughout the US Government and in selected
organizations during the periods indicated. At the end of the year
a survey of non-Bloc economic research for the period 1 July 1957
30 June 1958 was in progress.

2. A special survey of US Government professional personnel
engaged in economic intelligence and related economic research was
undertaken by the EIC as a part of its responsibilities under DCID 3/1.
A total of 24 US Government Departments and Agencies contributed to
the preparation of this survey. When completed, it should prove a
valuable guide for the intelligence community in the planning and organ-
ization of its research activities and in interagency exchange and
assistance in specified fields.
3. Surveys of priority research and collection deficiencies
in the field of electronics and telecommunications equipment production
in Communist China were approved and published; 8 other surveys of
priority deficiencies in research or collection were in preparation at
the end of the year. A review of the current position of identified
research deficiencies has been undertaken by the subcommittees in con-
nection with their annual reports, taking into account the recently revised
Priority National Economic Intelligence Objectives and the progress made
in filling identified research deficiencies and changes in priorities
previously assigned. As a result of such review last year, one sub-
committee is revising its approved survey, and all surveys will be
scrutinized as to need for updating and probable restatement.
4. In accordance with the standing provisions of DC1D 3/1
(Formerly 15/1), 7 proposed external economic research projects, each
involving more than were reviewed
by the EIC during FY 1958. EIC comments and suggestions were
forwarded to the sponsoring agencies for their guidance. 25X1
C. Improvement of Collection Requirements and Other Support For
Collection Activities.
The Subcommittee on Requirements and Facilities for
Collation continued to focus its attention on improvement of collection

requirements and on guidance for collection activities. . Through its
Standing Group on the a new format was25X1
adopted for transmittal of requirements to US diplomatic
missions in Eastern European Satellites; "salient questions" priority
guidance for collection in each of the Satellites were refined; the
processing through OCR /CIA of materials obtained b25X1
collection abroad was improved, and coordination clarified25X1
and strengthened. The Subcommittee-sponsored Economic Reporting
Guidance Program has provided improved quality in economic reporting
from Missions behind the Iron Curtain. Arrangements are being made
to broaden the FSO briefing aspect of the program.
D. Other Activities.
1. Technical Advice on Exchange Proposals.
EIC Subcommittees continued their support of the IAC
Ad Hoc Committee on Exchanges, supplying technical advice and sug-
gestions in connection with proposed exchange visits of Bloc and US
experts. The Population and Manpower Subcommittee proposed an
exchange on Census procedures and techniques, which has been proposed
to the USSR , but has not been finally agreed.
2. Support of National Intelligence Estimates.
A contribution on "Trends in Middle East Oil" for NIE
30-2-57: Near East Developments Affecting US Interests was submitted
to ONE by the EIC.
NIE post mortems and validity studies were drawn on for
guidance to the community. Eight post mortems and three validity
studies were forwarded to the appropriate EIC Subcommittees and
Working Groups for their information and guidance.
3. Priority National Economic Intelligence Objectives.
Priority National Economic Intelligence Objectives, identi-
fying and expanding the economic aspects of the Priority National
Intelligence Objectives, were revised early in FY 1958. With the
revision of the PNIO' s -- tentatively approved by the IAC as DCID 1/3
the statement of Priority National Economic Intelligence Objectives was
revised by the EIC to conform to this new DCID and, when approved
by the IAC, will be published as Annex B to DCID 1/3.

4. Revision of DCID on Production and Coordination of
Foreign Economic Intelligence.
As a part of the over-all review and revision of NSCID's
and DCID's undertaken by the IAC during FY 1958, the EIC reviewed
and revised the DCID for the production and coordination of foreign
economic intelligence (formerly DCID 15/1). No major changes were
made in the DCID, but the language was clarified and EIC Terms of
Reference, formerly provided for in IAC-D-22/1 Revised, were in-
corporated. DCID 3/1 was approved by the IAC on 10 June 1958.
The EIC also reviewed NSCID 15 and recommended its elimination
(IAC-D-105/1, 2, 3).
5. Review of Subcommittee (SC) Operations and Functions.
During the year, the EIC continued its systematic review
of the activities of its Subcommittees, with a view to developing con-
structive proposals for strengthening Subcommittees which were en-
countering special problems or were less effective tan had been
anticipated when established. Special problems of individual Subcom-
mittee operations were noted, and agreement reached as to the nature
and scope of activity of the Subcommittees reviewed, recognizing the
varying roles each Subcommittee plays in the coordination of economic
intelligence. One matter of prime concern for each Subcommittee
reviewed was the present inadequacy of SC Terms of Reference --
some of which were approved as far back as 1951 -- in view of the
many changes which have been made in basic concepts and functions
of EIC Subcommittees since that time. During FY 1959, each Sub-
committee will be requested to review its Terms of Reference, in
the light of the General Concept and Functions of EIC Subcommittees
(EIC-D-123/2, 20 December 1955) and the new DCID 3/1. Using a
guide Model Terms of Reference for Subcommittees, prepared by the
EIC Secretariat, each Subcommittee will be asked to prepare a re-
vised Subcommittee Terms of Reference for EIC approval.
6. Projects Cancelled or Deferred.
Two projects, considered by the EIC during FY 1958,
were either cancelled or determined not to be of such a priority as
to warrant the expenditure at this time of the effort required.

a. The status of the project, "WSEG Study on Soviet
Military Transportation Capability" (EIC -P-8), was reviewed
with the requestor and, having determined that the prelim-
inary report met the reque stor is needs, the EIC agreed
that a final report would not be prepared by EIC. It was
also agreed that the Transportation Capabilities Estimates
Group (TCEG) might complete the report to meet Depart-
ment of Army needs and publish it as an ACSI, Army
Intelligence Report, showing participating agency concur-
rences or reservations.
b. The ACSI, Army suggestion that EIC consider the
advisability of updating the EIC report on "The Economic
Importance of the Resources of Selected Areas to the US and
Other Free World Countries" (EIC-R-5), be updated was noted
and it was agreed that such a study, while useful, would not
warrant the required expenditure of time and a revision should
not be undertaken.
7. Miscellaneous Subcommittee and Working Group Activities.
Subcommittee activities continued generally to focus on
the review of gaps in intelligence, discussion of substantive papers,
exploration of methods used in research, review of external research
projects, maintenance of agreed basic statistics, and maintenance of
community liaison. Special SC activities included the following: The
Petroleum SC, with EIC approval, up-dated its study of Sino -Soviet
Bloc military consumption of petroleum products; the Subcommittee
on Agriculture continued its work on the report on Policies, Perform-
ance, and Prospects of Soviet Agriculture, which is planned for publica-
tion during FY [959; the SC on Electronics and Telecommunicatio.n,-,
published two research aids in its field; the SC's on Shipbuilding and
on Transportation continued their work toward development of agreed
research methods.
8. Change in Associate Membership.
At the request of that agency, HEN representation as an
associate member of the EIC was terminated in June 1958; however,
HEW is willing to be consulted on an ad hoc basis, when required,
and has named a contact for such consultation.

III. Outlook for FY 1959.
As the EIC enters its eighth year as the mechanism for community-
wide coordination of economic intelligence, it appears that the guide-
lines established in its past operation have e7,..ab1ed it to reach a
point where no particular problems call for special emphasis, and
where its future activities will continue to provide effective support
in areas of national security interests.
Among its continuing activities will be included a review of its
Subcommittees' Terms of Reference, and review and discussion of
their priority research and collection deficiency statements. These
reviews will be conducted with particular reference to the recently
revised DCID's 3/1 and 1/3, Annex B. The EIC will continue its
periodic reviews of Subcommittee activities in order to insure their
appropriate actions and to make them continually responsive to unique
requests, such as those leviec . by the AD Hoc Committee on Exchanges.
The coordination of economic intelligence on the Sino-Soviet Bloc
and on Bloc economic activities in Free World countries will continue,
and as international developments warrant, shifts in ernph.asiF.; with
respect to economic intelligence relating to US national security in-
terests in Free World areas will occur. Similarly, review of proposed
external research contracts will continue to be an important part of
the EIC's responsibilities.
Initial planning for EIC emergency operation in the event of an
Alert was begun by the Secretariat towards the end of the year. The
problems incurred and the procedures required will be considered by
the EIC in preparation for participation in the 1959 Alert Exercise.
The EIC is increasingly being utilized as the appropriate mechanism
for coordination of a number of non-Bloc economic intelligence problems
where such coordinated activity is desirable, and it is hoped that this
activity, too, will be expanded as the year progresses.
