B. OTTER ACTIVITIES
1. Brief organizational meetings for both sections of Free Europe-
Current Problems Seminar #1 have now been held, and we have ob-
tained use of the DCI s conference room in East Building for all
four major sessions featuring guest speakers. Research topics
chosen by the panels of seminar members include "Nuclear Weapons
Strategy and the German Problem," "Political Implications for
a NATO Strategy of Limited Nuclear Deterrent if the Geneva Talks
Sue teed (or Fail)," and "The Potential of the European Integration
Process for Promoting the Economic Growth of the Area."
2. Bad luck, however, still plagues our search for the first guest
speaker in this course, for 5 and 6 March. Almost three weeks
were consumed in attempting to obtain of the
Council on Foreign Relations, through the DD I, and my phone
conversation on the 27th with secretary revealed that
he has been in the Far East for five mon hs. Since there is now
only a small chance that he will return in time to help, we are
putting several irons in the fire, including a direct approach
by the AD/SI to Philip J. Farley, Special Assistant to the Secre-
tary of State for Disarmament and Atomic Energy Affairs. We con-
sider him an ideal prospect, partly because he is an excellent
speaker and would not pose a security clearance problem at this
late date.

we have to offer, to the point of naming names of potential can-
didates for particular courses. It was no surprise that this
lively interest extended to the new "Saturday Special" AAO on
Western Europe, despite WE's failure to send a single person to
the briefing given on 17 January. On suggestion; I am
planning to brief the DC/WE directly on this and other pertinent
area training matters, and will probably ask for an opportunity
to do likewise at a WE staff meeting.

4. =and I have had useful conversations with FSI's area staff.,
includin Scott Gilbert and Frank,Cash~ in regard to the "new
program's developing and other mutual area training prob-
lems. These talks have PrI to an invitation from the FSI Deputy
Director (O'Donnell) for and myself to join him as
well as Gilbert and Koenig for unc on the Oth. O`Donnell
wishes to discuss mutual interests in both field and
possible FSI program to work up 100-page basic country surveys
as part of an expanded area training program.
