2. On Friday last, met with O'Donnell, Deputy
Director of the roreign erv~. ute; Gilbert, Cash and
Koenig, all of the FSI; and Goodrich of ICA, to discuss the new
program. Both FSI and ICA are undertaking similar programs,
though neither of these has the depth of ours nor the concentra-
tion. on inter-personal - as contrasted with inter-group - relation-
ships. O'Donnell was particularly interested in the long-range
implication of a program such as this which pointed out
could be extended to embrace more specific working studies as a
second and even third sequential offering.
3. This luncheon discussion has prompted me to sound out O'Donnell
on our long-held idea for organizing an inter-agency area training
round table. This would serve a purpose similar to that of the
language round table and would meet perhaps quarterly. One matter
for future discussion by such area training conferees is a sug-
gestion made by O'Donnell for the production of 100-page country
briefing guides slanted toward the needs of employees or dependents
being introduced to a country.

5. Philip J. Farley, Secretary Dulles' Special Assistant for Dis-
armament and Atomic Energy Affairs, is committed to speak on
5 March in our forthcoming Current Problems Seminar on Free
Europe. A second s maker on that date is desirable, and if we
do not hear from this week, we will approach
Paul Hitze or William Foster through Arthur Cox of the senior
PP Staff, who is a member of the seminar.
6. I have briefed on our area training program and
specifically on the req. rement for a regional survey course on
Latin America, which was levied on us in October 1958 by a memo
from C/WH to D/TR. I had previously mentioned to C OS both this
requirement and DC/WH's recommendation of or chief
instructor. While he lacks teaching experience, he did specialize
in Latin American affairs in his graduate work is our only
present p sect for filling WH's requirement. ~ :]of
OCI, whom and I know well, is willing to serve as ad-
viser in lining up appropriate guest specialists. We would like
to be able to offer this course early in fiscal 1960.
