Senior Officers Course At a meeting with PPS turned over all the material collected in connection with the DD/P Senior Officers Course. As a result of these discussions, Mr. F_____]plans to have a syllabus prepared for presentation to the DTR. 2. Flexowriter and Teletype M-19 Electric Typewriter On 9 March a special demonstration of the Flexowriter and the Teletype M-19 electric typewriter was held for the benefit of a planning group established to expedite communications between headquarters and the field. The Flexowriter is now being used in the teletape communicating scheme as well as for a variety of other purposes. It is the machine which is being used in the test of the reporting system. The M-19 is standard equipment in communications operations throughout the world. It is expected that the Flexowriter tape will replace the typewritten dispatch form as used in reports communications from the field to Washington. The test presently being conducted between headquarters and is intended to 25X1 determine the advantages and disadvantages in this connection. From an operating point of view there appear to be security compli- cations which are being studied. There appear to be few, if any, training problems connected with the use of the Flexowriter. 3. National War College Briefing Had a conference with Mr. the CIA officer who is now 25X1 student at the National War College, of the class of 1959, regarding the CIA briefing which will be given to the National War College in 25X1 September of 1959. It was agreed that Mr. would ask that next year's briefing be conducted in the auditorium at the National War College, where more suitable facilities are available and established for this pur- pose. The Registrar and the Orientation and Briefing Officer have been advised of this requested change. OTR Support Exhibit 25X1 On 11 March Mr. visited the Support Exhibit held in the auditorium of R & S Building between 1400 and 1600. had some suggestions for improving OTR's exhibit which Mr. believes we should encourage her to implement. 5. Civilian Specialist Reserve PPS is discussing a Civilian Specialist Reserve Training Program for five reservists of the Office of Security tentatively scheduled to be given during the period 15 2 6 June. This activity may require testing by the A & E Staff and some contribution from the Intelligence School. 6. Employees Training Act Provisions of Section 4(6) of P. L. 85-507 (Employees Training Act) provide that: This Act shall not apply to any individual who is a member of the armed services as defined in Section 102 (a) of the Career Compensation Act of 1949, as amended, during any period in which he is receiving compensation under Title 2 of such Act. The General Counsel's office is reviewing this provision to determine if we have authority to train active-duty military detailed to the Agency. 7. New Headquarters Building No action has been taken on the awarding of a contract to Administration is still working on alternates to determine if benefits warrant expenditures. Deadline for award is two weeks hence. the low bidder. Public Buildings Service of the General Services 25X1 Mr. I _3 PPS, and Mr. , Operations School, will attend all of the general sessions and selected seminars of the War Planners Conference starting 16 March and concluding on 26 March. 8. Training Films Attention, DTR, is invited to a discussion held with of the CI Staff after viewing the new film on ?GN14 will be necessary to make our training films available to foreign services, and it might be well to review our policy presently restricting these films to our own personnel.
