Mr. SPA-DD/S has advised that the date for
the Hull Report to be sent to his office has been set back to 3 April.
I have not advised the School and Staff Chiefs of this fact, as most
of them have submitted their material within the previously established
deadline. Reports have not been received from the Registrar, LAS, and
JOTP. Because of the absence of Messrs. the 25X1
JOT? report will not be presented until next week.
Mr. stated that the semiannual report should be in
narrative form, with statistical data held to a minimum. He further
stated that repetition of material presented in the budget report is
undesirable and that if there was nothing of significance to report,
a report should not be submitted,
2. ELINT Training Subcommittee
No further action has been taken by the Committee as the report
to be sent to DDCI is still being coordinated.
3. New Building Contract
Notice of Award of Contract was sent to 24 March.
Because of the low bid, alternates were authorized within available
funds. The most important was the approval of steel partitions both
part height and full height instead of the wooden partitions originally
contemplated. Steel partitions will be used throughout the building
in all space separations where masonry (corridors, etc.) are not used.
This will improve the interior appearance greatly.

4. Suggestions Program
Two suggestions have been returned to Suggestion Awards
Committee recommending no action. One concerned use of student
name plates, while the other was a suggestion that language tests
be authorized without monetary incentive as a consideration. The
last, of course, is present practice. However, to avoid misunder-
standing I have asked to prepare a clarifying notice
for the Training Bulletin and/or the Support Bulletin.
5. War Planners Conference
equally important, take advantage of the clandestine operation
inevitably present themselves during periods of crisis.
In the final session of the War Planners Conference, General
Cabell spoke to the group. This session revealed one unresolved
problem area in the field of war planning. This is the need to give
more realism to the plans and bring headquarters plans closer into
line with the planning program achieved in the field. I believe the
basic problem here is the natural conflict between the area division
operator concerned with his daily job as opposed to planning for 25X1
future activities. OTR may be able to make some contribution toward
resolving this problem through new Senior Officers Course.
A single hour setting forth Chiefs of Stations' responsibilities in con-
tingency, evacuation, and other emergency situations might be worth-
while if it brought home the message: the guts of war or any other
type of crisis planning is to enable the Agency to continue to do its
own job under the chaotic conditions of civil disturbances, etc. a bw/// d
6. War Plans Course
In a final roundup session held by for the DD/S
representatives at the War Planning Conference,, the following took
place; 0 of the Office of Security stated he had heard rumors
the War Plans Course was to be abolished. This prompted the following
remarks by the group: the abolition of the War Plans Course would
affect the prestige of war planning itself. There is a need to modify
the course to better equip a new field planner to do his job. Funda-
mentally the field war planner should be a civilian expert of CIA
oriented on the plans applying to his particular area. Perhaps a

course in contingency planning could be substituted for war planning.
After discussions with DTR, I called and advised25X1
him OTR merely wishes PPC to conduct its own course in this field
with OTR support but without the services of a full-time OTR instructor.
I have mentioned this to Mr.F]for his consideration.
During the discussions about the War Plans Course,
of the SWPPAC Staff volunteered the information that prior to
going overseas he had attended a management course for SR Division
set up by said this was the best instruction
of supervisory responsibilities that he had ever received and felt
similar instruction would be of value to the individual being sent
overseas for a war planning assignment.
