DATE: 2 April 195 9
Senate bill 96 concerning the employment and administration of
teachers for DOD employee dependents has been reviewed. The bill,
if it becomes law, will not require an Agency or OTR policy revision.
2. President's Board of Consultants on Foreign Intelligence Activities
Report (Hull Committee)
SPA-DD/S, will incorporate the OTR submission with those from other
Support components for the final DD/S report.

A complete review has been made of Agency Regulations affected
by P. L. 85-507 (Government Employees Training Act) and the recom-
mended revisions to Agency Regulations proposed by R/TR. Further
analysis is being continued to determine what OTR action will be
necessary for full compliance with the Act.
5. ELINT Training Committee
According to Mr. Dr. Scoville, AD/OSI, stated
that the ELINT Training Committee recommendations have been approved

General Cabell. According to Dr. Scoville, DD/I concurred in the
recommended action, provided the ELINT activity continued at its
present level. Mr. Bissell's concurrence included the comment "The
recommendations are fine as far as they go, but there is need for more
slogs, more recruitment, and bigger and better things. " Mr.O of
the DD/S office advised that Mr. Lloyd has approved the ELINT program
in principle subject to the authorization of funds and organization slots.
6. Space Outside the New Building
No action has been taken by PPS this week on the study on space
needed outside the new building. School and Staff Chiefs concerned
are preparing their requirements as requested.
7. Planning Group for an Integrated Reporting and Communications System
Two subcommittees were appointed at the most recent meeting of the
Planning Group for an Integrated Reporting and Communications System.
One committee, headed by the Office of Communications, is to explore
the possibility of obtaining more suitable equipment to support the
(Flexowriter) program. The other committee will concern itself with sug-
gesting improvements in format and reporting techniques. The Planning
Group foresees no need for training in support of their activities for some
time to come. A separate memorandum giving details of the meeting is
being circulated.
8. Miscellaneous
Other activities in addition to the above were:
a. A meeting with MPD/Pers for the preparation of required
forms for active duty assignment.
b. Completing necessary action on suggestions received
from Suggestion Awards Committee.
c. Two discussions with Mr. O-DD/S, outlining 25X1
functions performed by PPS.
d. Preparation of competitive ratings on GS-12 employees
for Career Board meeting.
