Department of Labor Request for Selected NIS Units The Committee approved the release on a continuing basis of Chapter IV (Sociological) and Chapter V (Political) on the following listed N1S areas to the Office of International Labor Affairs, U. S. Only NIS units which have progressed to the point of preparation for printing are listed. This limitation is imposed to avoid possible discrepancy in cutoff date and/or unit designation resulting from changes in NIS drafts subsequent to transmittal of release authorization 25X1X7-R Request for Disclosure of Selected NIS Units 25X1 X7 The, vice chairman referred to a memorandum from the Army member addressed to all members of the NIS Committee, dated 26 March 1958, requesting the Committee?s consideration of 25X1X7 a request by to an Army representative for an exchange of information bearing on psychological aspects of the Cold War. The request referred specifically to NIS on countries "bordering Greece, Italy, and Turkey." The vice chairman pointed out that the type of information requested is presented in the NIS Sections of Chapters IV (Sociological) and V (Political), which are produced by State and CIA, and that disclosure of these NIS units to a foreign government through Army channels is not presently authorized. Only specifically designated NIS units produced by State and CIA may be made available by CIA representatives to their counterparts in certain foreign countries under procedures prescribed by IAC--D,.45/12. Committee con., sideration. in this instance must, therefore, be given first to the25XlX7 question of whether the benefits accruing to the U. S., are such as to warrant disclosure of the requested NIS units to and secondly, if the Committee finds that such release is in the national interest, to determine the position of the Committee with respect to making the disclosure through Army rather than CIA channels. If the Gomm ittee conclusions are that the request should be granted, recommendations to that end would be submitted to the IAC for final decision. After examining the matter fully it was the consensus 2 1 ornmittee that any consideration of release of NIS to the at this time would be inappropriate.. Accordingly, it was agreed to defer all action on Army' a memorandum pending 25X1X7ETesolution of political situation. 6,. Changes in NIS Production Schedule a. The Committee approved a request from the Department of the Army contained in memorandum dated 20 May 1958 for the t ubstitution in the FY 1958 NISProduction Schedule of Section 35 (Ports and Naval Facilities) on NIS 63 (Indian Ocean Islands) for Section 33 on NIS 90 which had previously been rescheduled for FY 1959 (refer to Item 3 NCM 263). b. The Committee approved a request from the Department of the Army contained in memorandum dated 26 May 1958 that Section 32M (Highway) on NIS 5 (Belgium) be substituted for Section 32 on NIS 102 (Southwest Pacific Islands) in the FY 1958 NIS Production Schedule. The following memorandum from the Coordinator, A? NIS Section 45, dated ZZ May 1958, was submitted for Committee consideration: "Recent changes in Tunisia have rendered obsolete large portions of the draft Section 45 currently being produced under the FY 1958 schedule. Revision of the manuscript will delay completion of the paper until FY 1959, but a better, more up-to:-date product will result. Since data on these changes became available only recently after much of the manuscript had been completed and the delay is due to factors beyond control of OSI, I request that the Section 45 on Tunisia be dropped from the FY 1958 schedule. This would still leave 9 Sections 45 on the FY 1958 schedule, one more than the number OSI is normally committed to produce annually. The section on Tunisia would be rescheduled early in FY 1959. The Committee approved the foregoing request of the Coordinator, NIS Section 45. NIS Memo No. 6 The vice chairman informed the members that NIS Memo No. 6 relating to the NIS Commendations program had been approved by the Director and Deputy Director of Central Intelligence, and would be published and disseminated for insertion in the NIS Standard Instructions (refer to Item 4.NCM 259). Letters announcing the inauguration of this program will be sent b.j the Deputy Director of Central Intelligence to the Chiefs of Intelligence of the IAC agencies participating in the NIS program. Nominations will be made by the NIS producing agencies and submitted to the NIS Committee for consideration and decision on award of commendation certificate. In accordance with request of the members, NIS Memo No. 6 will be disseminated in bulk directly to the NIS Committee members for distribution within their respective agencies. 8. Intelligence Products Exhibit The vice chairman advised the Committee that there was no prohibition against IAC agencies designating non-IAC personnel engaged in the NIS program for attendance at the IAC Intelligence Products Exhibit (refer to Item 7 NCM 262), provided such personnel were cleared for access to TOP SECRET material. The names of such individuals should be submitted by the NIS Committee member of the agency for whom the individual is working, and they should be listed separately and identified as non-IAC personnel, together with certificates of security clearance status. The list is to be. submitted to OBI two weeks prior to the date of the exhibit. The date of the next Intelligence Products Exhibit was given as 26 June with lists of those who will attend from the IAC and non"IAC agencies due in OBI by 12 June. 9.
