PROBLEMS AND RECOMMENDATIONS The USSR Branch received amemorandum from St/I listing allegedly idlinquent evaluations for the month of December. Discussion with St/I rovea:i . the fact that our evaluations were beginn4.ng_ to arrive at least two weeks late,, due to delays in transit. St/I will seek Satisfactory solution to this problem; The Far East Branch report as foil owe s The OCI article on The l apact on Southeast Asia of the Coalition Goverment in Laos" (OCI Weekly S ama r of 25X1 A9a t sx 21 November 57 ), in addition to being "timely," contttined mach tha draft of. a geographic intelligence memorandum on gemstrategic; irapl ice?,, ions of the ram problem was being considered by higher echelons of the Geogral' zic Area points up the chief practical problem of the GM concept as prosentiy tuAerstooda Presumably OCI is not restricted from including "geographic inte11Jgen'a 3n in their issuances; yet D/GG is not to engage in "current intelligence" p::-3duction. If D/GG analysts are to be motivated to produce MI's., it would appear :;cessary to resolve the incongruities in this situation. The Coordination Staff reports that it is becoming increasingly, o,)vious to the CIA. components that contribute to the NIS program that there is :need for rcpresentition on the NIS Committee for the CIA producing units. 1?he 'z:zits ation and development of the Chapter I Annuals has highlighted this need, Th3 argu4 rants are twofold: 1. The viewpoints. of the producing units are not ao present taken into consideration in Committee discussions; and 2. Action taken '.)y the Committee is not relayed promptly to the CIA components (notification :1.3 through distribution of the minutes, which are sometimes delayed as much as thr~3 weeks).
