I have carefully reviewed. the subject bill. There are several would features which/give us some concern from the standpoint of establishing a reserve' Vbs. this Agency, composed of selected individuals having specialised skills who are cleared and ready to augment our staff at very short notice. a. Section2 of this latest draft prevents reservists froa being _ _or becoming employees or officers of the Federal Government by reason of civilian reserve status. We are Appointing these people to our rolls in a fashion which reqgires only the issuance of travel orders to bring on duty either for pre-emergency training or for emergeDAYItatY. b. Section 3b places a 20% limitation on number on duty in orgy status at one time. /his restriction would lead to administrative and training problems, particularly idth a amall group. Since it is our plan to recruit only people having the basic qualifications, this period of pre-emergeacy training would be restricted to refresher training only. A two weeks a year limitation would not be unriesonslae if it ems felt necessary to place same kind of restrictive eleuse in the legislation.
