On 21 January 1959 Mr. Warner and met with representa- tives of the Office of Personnel to discuss a draft proposal for a "Reserve of less than executive level" which had been prepared by the Office of Civil and Defense Mobilization and submitted to members of the Interagency Committee on National Defense Executive Reserve for informal comment. Mr. James White of the Personnel Office is the Agency representative this Committee. Office of Personnel members present at the meeting were Messrs Gordon Stewart, and James White. on 2. The discussion at the meeting centered around the draft reply which Mr. White had prepared. gave some of the background of the development of a draft bill which was prepared by the Civil Service Commis- sion and submitted to the former ODM some months ago. He also explained the development of a Civilian Reserve program in the Agency which currently contains a membership of a relatively small number of Commo technicians. and Mr. White pointed out that the Civil Service Commission's proposal contained provisions which this Agency felt were desirable in a general bill of this sort. On the contrary, the current OCDM bill lacks many of these provisions and is generally unacceptable to the Agency. Mr. Warner pointed out that the OCDM proposal contained language which raised involved technical questions on the subject of employee relationships of Reservists under this bill. The draft bill also suffers from very poor drafting. Mr. Warner suggested that we reserve a complete review and study of this bill until such time as our views are formally requested. 3. It was agreed that the present response should be from Mr. White in his capacity as a representative to the Committee. It was also agreed that the various objections to the bill as dis.cussed at this meeting be included in Mr. White's response. However, it should be made clear in the response that an Agency position would be reserved until such time as the Agency's views were formally requested.
