L. I have oarefaly reviewed the subject bill. There are several features
thioh would give us some cancers frost the standpoint of establishing a reserve
greup for this Agency, composed of selected individuals having spetialised skills
Who are cleared and ready to augment our staff at very Short notice.

a. Section 2 of this latest draft prevents reeervists frost being or
becoming employees or officers *flaw Federal Government by reason of
civilian reserve status. We are appointing those people to our rolls in a
fashion which requires only the issuance of travel orders to bring them on
duty either for pre-emergency twelfths( or for esirgency duty.
b. Section lb places a 20 limitation on number on duty in a pay
status at one time, This restriction would lead to administrative and
treining Fables*, particularly with a small reserve group. Since it is our
plan to recruit only people hostas **basic qmalificatioes, this period of
gre-esergeseitralulag would be restricted to refresher trainlimgoali. A
two weeks a year limitation vomit not he unreasonable if it was telt neces-
sary to place some kind of restrictive clause In the legislations
