MEMORANDUM
SUBJECT: Comment on Proposed Bill, HR 5186
1. CI Staff recommends that the Agency take no position and
make no comment whatsoever regarding Rep. Cramer's bill.
2. This bill would create dual jurisdictions, federal and local
in a category of crimes heretofore, considered the exclusive domain of
the states and communities. The implications for Federal agencies of
of law enforcement are portentous. The opposition of the FBI and Narcotics
can be readily understood under the circumstances. The Agency should
stay completely clear of the matter.
