b. Mr. O'Neill attended the briefing given for the Joint Atomic
Information Exchange Group ia Dr. Scoville's office. This group
formed wider the Department of Defense is headed up by a Brigadier
General Harrison. a Colonel Van lienser (Deputy for Defense Matters).
and Mr. Breuer (Deputy for Atomic Energy Matters). On transmission
of information under 91c, 1441, end I44c of the Atomic Energy Act,
coacurrenee of all three individuals appears necessary. In essence,
the briefing set forth that only this group had the expertise to determine
the propriety of each comniuoication that was to be made to elements of
other governments. It is their judgment that the wording of the Atomic
Energy Act itself does not provide sufficient guidance and that it is
necessary in each instance to review in effect the legislative history
and previous communications to the same government in order to make
an appropriate determination. Upon isestioaing concerning transmission
of information under 1444. the briefing officer, expressed
no knowledge concerning considerations Involving the transmittal of
information for intelligence purposes. General Harrison also spoke
up and indicated he was unfamiliar with the need.
