Attached for your approval is a staff study on the above subject undertaken with your concurrence by this office. 2. One of the primaxy considerations on which the recommenda- tions were based was the confusion in the minds of your analytical personnel resulting from multiplicity of direction. These conflict- ing orders and resultant priority complications have been extremely detrimental to efficient productivity. 3. Implementation of the attached recommendations would im- prove economic intelligence production because: A. A Coordination Staff as an am of the AD would be es- tablished with substantive competence to plan, control, and evaluate all ORR activities in the field of foreign economic intelligence. Be A Production Support Staff to the Chief, Economic Research would be established to assign, coordinate, and consolidate the productivity of the various Economic Research Divisions to ensure substantive fulfillment of economic intel- ligence responsibilities levied on Economic Research 7py the Coordination Staff.
