MEMORANDUM FOR THE RECORD
SUBJECT: Request for Agency Briefing by House Foreign Affairs
Committee - Subcommittee on Inter-American Affairs
1. Mr. Roy J. Bullock on the staff of the House Committee on
Foreign Affairs called to inquire if the Agency could have witnesses
available for the Subcommittee on Inter-American Affairs to discuss
Communist penetration of Latin America. He indicated that all of the
members of the full Committee would be invited. He stated the hearings
would be executive session and the transcript would be handled as we
desired. The time tentatively set was 10:30 on Tuesday, June 10.
2. The DCI stated that we would comply with the request and at
STAT my suggestion that Frank Wisner, J. C. King and make the
presentation, the Director indicated that while probably this was all right,
he would talk with Mr. Wisner further. The Director requested that I
check this out with Bob Smart, Chief Counsel for the House Armed
Services Committee, to determine if the matter should be taken up with
Chairman Vinson.
3. Upon discussing this matter with Mr. Smart he thought that
there was no question but that the Agency should comply with the request.
Mr. Smart stated further that he did not need to take this up with Chairman
Vinson.
4. Mr. Bullock was subsequently informed that the Agency could
assist on this matter. In line with Mr. Wisner's suggestion it was mentioned
that participation by State Department representatives would probably be
helpful to the Committee. Mr. Bullock stated that probably questions
would be raised about the role of intelligence with respect to the recent
incidents in Latin America involving the Vice President. Mr. Bullock was

requested to furnish the Agency with an appropriate letter from the
Chairman indicating the precise nature and scope of briefing desired.
5. In discussing this matter with Mr. Edward Clark in the
office of Congressional Relations of the Department of State he indicated
that Mr. Rubottom would be present on this subject from the Department
of State and that Henry Hoyt was preparing the necessary material.
