A very large percentage of the people in both Lima and Caracas
were ashamed and humiliated at the incidents and had their eyes opened
as never before to the Communist menace. There were governmental
shake-ups in both countries; Communists were arrested; certain
reorganizations took place in the police administrations. Even the
students at San Marcos University in Lima took action to oust
Communists elected to the Student Council and other student organizations.
This was done on their own initiative and without prodding from the
government.
