Mr. COLE introduced the following bill; which was referred to the Com-
mittee on the Judiciary
A BILL
To amend title 18 of the United States Code to give United
States district courts jurisdiction. of certain offenses com-
mitted by Americans outside of the United States, and for
other purposes.
1 Be it enacted by the Senate and House of- Representa-
2 tives of the United States of America in Congress assembled,
3 That section 7 of title 18 of the United States Code is
4 amended by inserting " (a) " immediately before "The term"
5 and by adding at the end thereof the following new sub-
6 section:
7 " (b) For the purposes of this title, any act done outside
8 of the United States and its Territories and possessions shall
9 be deemed to have been done within the special maritime

1 and territorial jurisdiction of the United States, if the act
2 was done-
3 " (1) by a citizen of the United States who was a
4 civilian officer or employee thereof, or
5 " (2) by a person who was subject to the Uniform
6 Code of Military Justice when the act was done and is
7 no longer subject to such Code (except to the extent
8 provided in article 3 (a) thereof) ."
9 SEC. 2. Article 3 (a) of the Uniform Code of Military
10 Justice is amended by adding at the end thereof the follow-
11 ing new sentence : "Nothing in section 7 (b) of title 18 of
12 the United States Code shall affect any person's amenability
13 to trial by court-martial under this subsection."
