This Office strongly recommends that the Agency adopt
a favorable position on this bill and that the requisite action
be taken by your Office to support this or similar legislation,
We believe that the individual employees of the
and the Foreign Documents Division dealing
with copyright materials should be protected against personal suit
for infringement of copyright occurring in connection with their
official duties. Although we recognize that the possibility of
a suit filed in the United States by a citizen of a foreign state
participating in the International Signatory is relatively remote,
we nevertheless believe that the element of personal liability
should be eliminated.
