A-37 ACTION, I INFO ADDRESS AND SERIAL NUMBER ICA/W TOICA A- ll__ L Senator Ellender arrived in Colombo, Ceylon on the afternoon of Monte day, August 27, 1956, and departed on the morning of Sunday., September 2, 1956. On Tuesday, Aug t 28, the Counselor of the I;ibassy advised the Act- ing ;Director., USOM, of the information desired by the Senator concerning the activities of the Mission. On Friday, August 31, the Counselor called the Acting Director stating that the Senator had requested the latter's presence at the Embassy for interview. The Acting Director spent fortyyfive minutes with the senator who was pleasant and courteous throughout the meeting. Reporting, in accordance w ith reference Circular 1?- The Senator was appreciative of the fact that the Mission was newly established and therefore had no physical progress to report on projects. He was advised that project agreements were signed on June 28 following the submission to ICA, 1 of blueprint documents and the allotC meat of funds on June 21. He was also advised that GOG representatives were extremely cooperative and no difficulty was being experienced? 2 - The Senator appeared interested in the fact that primary emphasis was being laid on improving the agricultural situation in Ceylon. 3 - The Senator made no comments on any- partacular project. ire did state, however, that he was not unmindful of the fact that the project agreements were signed just two days before the end of the fiscal year. Since he recognized that the t1ission had just started, he did not criticize the action but stated that he ,simply did not like that sort ofa.ing. In this conQ nection, the Senator was ac'.vised that we had submitted data to ICA/GI but had not yet received the funds except for a small amount of TC funds with which to carry on going projects (Tech- nical Support),, etc.; c - Positions filled and unfilled, administrative and program. We attach three copies of material furnished to the Senator. 5 - At the Ambassador's staff meeting this morning, we were advised that the Senator stated he was favorably impressed with the Mission.
