1. In accordance with our telephone conversation this
date, I am forwarding to you herewith a copy of S. J. Res.
96, a resolution to strengthen the foreign relations of the
United States by establishing a Commission on International
Telecommunications. In addition, there is attached Senate
Report 602, which accompanied the resolution to the Flour
of the Senate. This resolution has now passed the Senate
and is pending in the House.
2. There is also attached herewith a referral by the
Bureau of the Budget requesting our views on this resolu-
tion, together with the proposed Department of Defense
statement. It is my understanding that the Department of
State has already approved the resolution.
3. I would appreciate having any comments which you
may wish to make which are additional to those previously
supplied this Office by you. It ,is suggested that your com-
ments be returned to me prior to 1 October.
