SUBJECT: Senate Joint Resolution 96 (Commission on
International Telecommunications)
REFERENCE: Your memo of 21 September 1953, same subject
1. Review of this matter indicates that there has been sub-
stantially no change since we prepared a possible draft letter to the
Chairman, Committee on Foreign Relations on this subject in July.
2. The Office of Telecommunications Adviser to the President
has been abolished and the responsibilities transferred to the Director
of ODM, where an Assistant Director has been established for Telecom-
munications. The problems and responsibilities which have been recog-
nized in a series of recent NSC actions with respect to telecommunications
and electromagnetic warfare are being concentrated in this office in ODM.
4. The proposed Commission could only bring confusion and
further complexity to an already extremely difficult situation. A
copy of the draft of the letter referred to above is attached.
