Approved For Release 2006/10/18: CIA-RDP58-00453R000300120125-1 VW %MW 11 May 55 your cow ents will be appreciated. yesterday: 25X1 l) meolple who have never occ ied furnished quarters fall under persons who have ever done so fall under 25X1 (2) people who went to the field after 1 January 53 to occupy furnished quarters could take only 3000 # at agency expense, so if they took more at their own expense and then got caught by the "fror+" 25X1 amendment on 27 November 53, one can't bleed too hard for them. (Those who went after 97 Nov., of course, had ample notice.) 25X1 (3) people in the fieldion 1 January 53, in personal quarters later changed to furnished quarters, are protected by Section 7 of Presumably, by implication this also applies to people who go out in e future'to personal quarters dnd later change to furnished quarters - but this could stand clarification. 25X1 (4) people like II in the field and in furnished quarters on 1 January 53 are not protected unless Section 7 can be extended by implication. I've made the argument, but F'm not satisfied with it - it strikes me as somewhat specious. 25X1 (5) as stated in the notes,( T y *Section 7 woul It save him anyway, because of the "furniture shipped to field at Government expense" provision. I'm not at all happy about that. However, if people in paragraph 3 above are so bound, I 25X1 would find it difficult to justify placing the II in a better position (unless on the ground that they've given CIA overseas service for a long time - but this might be trul of the paragraph 3 people too, and, by definition they had the privilege of furnished quarters for less time than As I discussed with (6) In conclusion, a "savings clause", preferably retroactive, is needed, but I'm not at all sore yet what it should say - the one in will not fully fill the bill (and has drafting ~,reaknesses such as the provision that furniture is i o be shipped to "designated place of residence", which will plague us sooner or later).
