Ch,~.pter 1 General Provisions
(purposes of this Law)
Article 1! The purposes of this haw shall be to clearly provide for
the range of functions and authority of the Public-Security Invostigation
Agency and to pro~ri~.e for a, sufficient system for the efficient carrying
out of,the administrative business put in charge of said Agency.
(Establishment)
Art. 2. Whore shall be established the Public Security Investigation
Agency (Koan Chow Cho), which shall operate as an external organ of the
Attorney Generals Office.
(Duty)
Art. 3, The Public Security Investigation Agency shall be an admin-
istrative organ responsible for the carrying out of all the administrative
business of the State pertaining to the inve,sti~;ationr request for action
and others with. regard to control of subversive organizations under the
provisions of the Subversive Activity Prevention. Law ( Law No. __,~_,~__~ of 19
for the purpose of contribution to the insuring of public security.
(Authority)
Art. 4. The Public Security Investigation Agency shall. have the
following authorities in order to carry out its business prescribed by
this Law; provided that any such authority shs.ll be exercised in confor-
mity to l~.~vs tincluding orders based thereon):.

'(].) Defrayment within the limit of the budget of expenses necessary
for, .the cerrying out of the business of the Agency;
(2) Collection of revenues and payment necessary for carrying out
the business of the Agency;
(3) Est~.bli~hment and administration of offices and others directly ne
scary for the carrying out of,the business of the Agency;
{4) Procurement of office supplies and .others directly necessary
for the carrying out of the business of the Agency;
{5) Disposition of unnecessary items of property;

(6) Appointme~zt, dismissal, rewarding and punishment of personnel of
the Agency, and other matters: pertaining~to personnel administration in
the Agency;.
(7) Provision and administration of facilities necessary for the wel-
fare and health of the personnel of the Agency;
($)~P~ovision and administration of housing to be lent to the person-
nel of the Agency;
(9) Compilation, distribution or publication of statistics on the
business of the Agency and investigation material;
(10) Snspection of the business of the Agency and taking necessary
steps in accordance with laws and orders;
'(11) Information and propaganda of the business of the Agency;
(12) Decision on official seals. of the Agency;
(l3)~Tnvestigatior_ with regard to control of.subversivc~ organizations
(14) Request to the Public Security Investigation Commission far actin
to subversive organizations; and
(15) Other authorities which shall be vested in the Agency under laws
(including orders based thereon).
Chapter 2 Internal Divisions
(internal Divisions)
Art. 5. There shall b~ established the following three divisions in
the Public Security Investigation Agency;
General Affairs Division;
lst Investigation Division;
Snd Investigation Division;

Art. 6 There shall be installed one Deputy Director in the Public
Security Investigation Agency.,
2. The. Deputy Director shall assist the Director of the Public
Security Investigation Agency in managing the business of the Agency,

{Business .of General Affaips Division)
Art, 7. The General .Affairs Division shall be charged with the fol>
~.dwing business:
(1) Confidential matters;
(2) Classification of positions, appointment. and dismissal. of person
nel, matters pertaining to service limitat-ion, disciplinary punishment
and service of personnel, and ether personnel affairs including welfare
and training of the personnel of the Agency,
(3),Keeping of the official seals of the T~irector and the Agency;
~(~#) deceiving, sending out, filing and keeping of official dOCUr
menu ;
(5) Making estimates of income and expenditure,~settlement of accounts,
accounting and auditing;
(6) Administration of official properties and articles;
(7) Administrative examination and inspection;
(8) Coordination and adjustment of the business of the divisions of
the Agency;
(9) General supervision of local branches of the Agency;
(ltd) Gathering, filing and keeping of domestic and fore~:gn material in
rel~.tian to, the business of the Agency;
(11,) General planning and adjustment of laws and. .orders w~,th reference
the ,business of the Agency;

Art. 8, The lst Investigation Division shall be l.n charge of in-
vest~.gation of organizs,tions which shall have carried on any of the ter-
roristic subversive activ3;ties as referred to in Article ~ paragraph 1
item (l) of the Subv~r~ive',,Ac~ivity' Prevention Law.

Axt. 9. The 2nd Investigation Division shall be responsible far
investigation of organizations which shall have carried or~.any of the ter-

Ghagter 3 Auxiliary Orgeris
('Research and Training Institute of Public Security Investigation
agency)
Art. 10. There shall be established the Research and Training Insti~
tote of .the Public Security Investigation Agency '(Koan Chosa Cho Kenshu
Sho) under-the supervision of the Director.:~of the Public Security rnves-
Ligation Agency, i.n order to give the personnel of the Agency training
necessary for performance of their duties.
Q. The Research and Traini,rig institute of the Public Security Inves-
tigation Agency shall be established in Tokyo. "
3. The internal organization of the Research and Training Institute of
the Public Security Investigation Agency shall be prescribed by the Attar-

Art. 11. The Public Security Investigation Agency shall has its local
branches, the Public Security Investigation Bureau and the Local Public
Security Investigation Bureau, in order to allot a part of such business
as provided fox in ,Articles 8 and 9.
