1. called this Office during the latter part
of last wee an reques a an interview. He stated that he had learned
indirectly that the General Counsel's office had a position or positions
available and that the name of Mr. Houston or had been furnished
for the purpose of contact. I interviewed on 30 September 1953,

2. Initially I stated to that because of budgetary
restrictions and having reached a full-office complement, no positions
were available at this time. I further stated that the only basis
on which positions might develop would be through normal attrition
such as assignments outside the Agency, change of plan inside of the
Agency, etc. has an extensive, but specific, background
with the Ali stodian having served with that activity for
approximately 11 years. Due to the RIF to which the Alien Property
Custodian was subjected, was transferred to the Department
of Justice as a W.A.B. employee where he is presently engaged on the
segregation cases.
3. He is a graduate o ity of Iowa and has not
engaged in private practice. W&W is interested only in legal 25X1A
work, and is somewhat reluctant to consider PCS assignments or extended
TDY travel. I informed him that this was an essential consideration of
the Agency. I concluded the interview by stating that the situation at
this time was not hopeful and that if he cared to contact this Office
at some later date, he was free to do so.
