Approved For Release 2000/08/25: CIA-RDP57-00384R001000070044-8 A B I L L To amend section 605 of the Communications Act of 1931 in order to increase the security of the United States, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 605 of the Act of June 19, 19311, entitled "An Act To provide for the regulation of interstate and foreign communication by wire or radio, and for other pur- poses" (48 Stat. 1103), as amended, is hereby further amended by striking therefrom the period at the end of said section and substituting therefor a colon followed by the words t "Provided further, That this section shall not apply to the interception, receipt, or utilization, in the interests of national security, of the contents of any communication, by wire or radio, of any foreign government by departments and agencies designated by the President for this purpose under such rules and regulations as may be approved by the President, and all carriers subject to this Act are hereby authorized to permit such interception, receipt, or utilization of the contents of any such communication by mire or radio. The term 'foreign government' as used in this section shall be construed to include in its meaning any person or per- sons acting or purporting to act for or on behalf of any faction, party, department, agency, bureau, or military force of or within a foreign country, or for or on behalf of any government or any person or persons purporting to act as a government within a foreign country, whether or not such government is recognized by the United States."
