SUBJECT: Rental of Aircraft
OGC HAS REVIEWED.
In accordance with your request of Wednesday, 29 August,
I have developed the following information based on informal
contacts.

I received the following information from a friend
who has rented aircraft from this company. The
estimated cost of rental would be approximately $80
per flying hour, which would include pilot, gasoline
and lubricants.
I have found that the rental of airplanes can be obtained
on the basis of (a) a rate based on flying hours, and (b) rates
based on trips, with a sum applying to flying hours and a sum
applying to time on the ground.
It is my assumption that under the arrangement you are
speaking of the Government would furnish pilot, gasoline,
lubricants and repairs. Therefore, it would appear that the
rate of $100 per flying hour is excessive. Further, if it is
assumed that the Government will make all minor and major
repairs, then it appears more so that the proposal is
excessive. I have quotations from two of the above-named

services who state that, generally, the cost of a major over-
haul per engine runs between $1,000 and $1,500, depending
upon the condition of the engine.
If you desire more exacting information, I can probably
get a proposal as to charter rates and conditions of such
rental through a service nearer the New York area.
