PURPOSE OF THE REPORT
The Economic Intelligence Committee (EIC) has authorized a
continuin inventory of the research effort of the U.S. Government
and of th
and on all aspects of the Sino-Soviet Bloc economy. The
primary purpose of this effort is to provide a comprehensive listing
of economic research projects on this area:
a. for interagency reference in planning future research
programs,
b. for facilitating interagency exchange of economic research
materials, and
c. for use in, identifying the need for coordination of projects
,containing overlapping subject matter.
DESCRIPTION
The over-all task has included examination of both internal and
external economic research programs. Six reports on the internal
research programs have been issued covering the period 1 January 1952-
-30 June 1954. The internal research programs of and 25X1
"External" projects include government contracts with other
government agencies or with private research groups. An EIC report
covering U.S. Government sponsored external economic research on the
Sino-Soviet Bloc for the period 1 January 1952--31 December 1953
(EIC-S-13 fevised ) was issued in March 1954 using the same subject
index as that used in the intra-government listings noted above. The
first survey which combined both internal and external research was
published in June 1955 (EIC-S-19) covering the calendar year 1954.
The, present survey (EIC-S-21) covers a six months period
(1 January 1955--30 June 1955) and includes both internal and
externat government-sponsored economic research projects on the

Descriptions of NIS sections are given in Appendix B. As the Table of
Contents indicates, "economic" is broadly defined for purposes of this
inventory. The majority of the projects are completely economic.

down the projects are listed by producing agency as follows: first
the U.S. Government agencies are listed in alphabetical order;
following these are the Economic Defense Advisory Committee (EDAC)
Reports, Economic Intelligence Committee (EIC) Reports the NIS's
and reports of the
, respectively. As an additional aid,
an alphabetical subject index is included and follows the Appendices.
A ~endix A is a Map Appendix and lists economic maps produced by
CIA and for the period covered.
Appendix B provides brief descriptions of the NIS Sections
included in this survey.

In all cases requests for projects listed in this inventory
should be channeled through the proper liaison offices in the
requestor's own agency.

Presents a digest of information on the physical aspects of the
urban areas of the country under study; compares these urban areas
with cities and towns of the United States or other countries where
similar geographic, political, or economic aspects make such com-
parisons desirable; and summarizes the significant features
affecting urban areas collectively.

Presents an analysis of the basic intelligence contained in the

relation to the transportation system and commercial economy of the
area; the government, control and administration. General analysis
of naval facilities with tables of activities and facilities of each
base included.

Includes a brief summary of the Merchant Marine of the country
under study (number of ships, ownership, normal trade, place in the
economy, general policy, and adaptability for military use), organi-
zation, composition, shipping program (construction, purchase or sale
of vessels, chartering of vessels), normal shipping routes and ports
of call, and operations and traffic.

Presents an over-all discussion of civil aviation within and
related to the country under study; summarizes the basic law or laws
governing civil aviation, names the government agency responsible for
the administration of such laws (evaluating the effectiveness of the
agency); discusses questions of government control and policy, degree
of cooperation in international aviation organizations and agreements;
outlines the history, ownership, organization, etc., of both scheduled
and miscellaneous air carriers; and discusses the civil air facilities
and military potential of the country under study.

SECTION 38. Telecommunications
Discusses potential military use of telecommunications system,
and the potential bottlenecks; describes the adequacy, efficiency,
dependability of the domestic and international telecommunications
facilities, i.e., telephone, telegraph, submarine cables, landlines,
and radio (both domestic and international).

SECTION 41. Population
Presents a brief description of the size and geographical distri-
bution of the population, its structure (age by five year groups, sex,
marital status, impact on population of World War II), its change
(historical growth, vital statistics, and immigration and emigration),
and population problems and policy.
SECTION 44. Manpower
Includes manpower potential in relation to the total population
and an outline of the labor force by industry and occupation; dis-
cusses the utilization of potential labor supply; wages and working
conditions, and gives an indication of the labor supply; outlines
the whole scope of labor relations and organizations.
CHAPTER VI. ECONOMIC
SECTION 60. Introduction
In the introduction an attempt is made to define the significant
aspects of each sector of the economy, to assess the part it plays in
the total economic structure of the area, and to examine the factors
which condition the scope and direction of the economic process.

SECTION 61. Agriculture, Fisheries, and Forestry
Includes a discussion of the principal agricultural areas, the
supply and production of livestock and major crops, production
practices and equipment used, ownership and government policies,
and food consumption with respect to the source of supply - domestic
and foreign. Descriptions of the fishing industry and forest
resources and products are also included.
SECTION 62. Fuels and Power
Includes analysis of domestic production, consumption and use
pattern of solid fuels, petroleum, and electric power. Also covers
by-products, dependence on foreign sources of supply, future require-
tnents and developments, government policies, labor transportation,
and strategic significances. In most instances there are tables
showing the consumption of primary fuels by calory equivalent and
by major consumer classes.
SECTION 63. Minerals and Metals
Discusses'all aspects of production and consumption and analyzes
the relative importance of these industries in terms of their contri-
bution to the national income and their comparative position in world
output and consumption. Covers'f rrous and nonferrous ores; metals
and alloys, nonmetallic minerals, and construction materials and

SECTION 64. Manufacturing and Construction
The study discusses the industry in terms of ownership, degree
of integration, government policy, and international agreements. It
includes a description of the position of the industry as an employer

SECTION 71 Electronics
Contains a brief discussion of capabilities in electronic research
and development. In addition, for radio and other communications,
navigation aids, radar, infrared, underwater sound devices, components
and special devices discusses types of equipment, adequacy of equip-
ment, and indications as to development. Also contains a brief
discussion of electronic countermeasures which have been devised, with
description of the important equipment planned to implement those
techniques.
