Seminar: Western Europe and the Reviy Germany
Place: Foreign Service Institute
Time: Every Tuesday evening
This course aims to bring together representatives of
State, MA, and Defense to consider these problems
from four points of view: political, economic, psycho-
logical and military. It opens with consideration of
U.S. objectives in Western Europe, and the reasons for
them. Then it examines the compatibility of our objec-
tives with those of-two principal European countries,
Germany and France. Then comes a detailed analysis of
trends in Western Europe since World War II and their
implications for the next several years. The closing
sessions are devoted to the means-political, economic,
psychological and military--.by which the U.S. plans to
try to achieve its ends.

Description: This Special Program is divided into three parts:
Summer Session, subject, Chinese Central Asia; Fall
Semester, Russian Central Asis; Part One and Spring
Session; Russian Central Asia, Part Two. General scope
includes climate and resources.. agriculture, industry
and communications, administrative structure,, population
distribution, languages and literatures, religion, art,
etc.

all.

Descriptions This program includes two weeks= pre-area briefing
in Washington, eight weeks in the Near-East with
lectures and seminars on the history, geography., geo-
politics, and contemporary problems of the Near East,
and three weeks of field trips to capitol and major
cities of most of the countries in the Near East,
including briefings at U.S. embassies and legations
in the area.

Soviet Imnerialism,g Srecial Program
Description: The Impact of Soviet Imperialism on the Free World
includes a one-week conference on "The Problem of Soviet
Imperialism." American and foreign scholars, as well as
representatives of business and government will parti-
cipate. Courses includes Background and Development of
Soviet Foreign Policy; International Communism and the
Current Policies of the Soviet Union; the Theoretical
Basis of the Communist Struggle for World Power;
Communist Struggle for World Power; Communist Expansionism
Europe; and the Soviet Union and the Middle East.

B. Objectives: FY 19511-55
1. Courses to be established in FY 1954-55
a. Beginning Chinese (Mandarin). Duration: 30 weeks.
This is a semi-intensive--four classes of one and
one-half hours each per week, plus approximately 12
hours of laboratory drill per week. Phase One (18
weeks) will consist of intensive training in oral
skills, vocabulary, and the analysis of the most
important grammatical constructions. Phase Two (12
weeks) will emphasize the reading and writing of
Chinese. Oral drill and tapes will supplement the
written material. In addition, new grammatical
construction, use of dictionaries, and other mis-
cellaneous matters, will be presented in this
phase. Work load: 6 students*
b. A course in Intermediate Chinese will be introduced
at the completion of the Beginning Chinese course.
Duration: 32 weeks. In this course the emphasis
will be almost entirely upon the written language
with some oral and aural drill. The aim of the
reading course will be to provide recognition of
approximately 1,200 characters. i'ork load: 4-6 students.
c. Polish Reading (16 weeks, 4J hours per week, plus
9 hours of laboratory drill). This course will pro-
vide an introduction to the forms of the written
language and some drill in reading Polish texts of
moderate difficulty. Work load: Approximately
6 students.
d. Basic Spoken Russian (16 weeks, 4J hours per week,
plus 9 hours weekly of laboratory drill). Contingent
upon the entry on duty of a Russian linguist, one or
two sections of Basic Spoken Russian will be given
in FY 1951.-55. Work loads 6-12 students.
2. Other developmental plans and objectives to be accomplished
in FY 1954-55-
a* A proposed project to provide cover for Tibetan refugees
and to afford them the opportunity to engage in a language
and area program (English and the United States) prior to
assignment to other training facilitieso
b. Provision of academic cover for area and language
training abroad.
