II'EMORANDUM FOR: Training Liaison Officers
SUBJECT: Overseas Training Programs
The Office of Training announces existence at this time of the following
programs for overseas assignments that have been developed to provide area and
language training and experience. These programs have been developed primarily
for Headquarters personnel. They are intended as training programs. Operational
activities, and official association with Agency personnel, are strictly prohibited
during the period of training. Personnel interested in these programs and desiring
further information may call Chief, Programs Division x. 8518)25X1A9a
Applications may be submitted to the Director of Training, according to dates
indicated in the description of each program. Opportunities for area training
overseas are not limited to these programs. OTR is able and willing to develop
other programs as requested.
PROGRAM A
This is a two-year, full-time language and area study program on the Near
East. The curriculum consists of one year of intensive area and language study in
the United States, and one year of continuing area and language study at a U.S.
government school located in the Near East. Seven candidates will be selected to
enter the program about 1 March 1953 and to remain in the program until about 1
March 1955. Basic qualifications are (a) a bachelor's degree and competence to
perform graduate level studies, (b) an above-average aptitutde in language, and
(c) TOP SECRET clearance. In additions it must be demonstrated that (a) the candi-
date is academically and personally qualified, and (b) the candidate's training
will benefit the Agency' ]in that it is related to his future assignment and that his
unit expects to take advantage of his training in determining his assignmeng 'l

implemented for another year). Applications should reach OTR by 1 February 1953.
PROGRAM B
This is a two year,full-time program' designed to give individuals an opportunity
for area experience and language study in South Asia, the Middle East and Africa.
It is intended primarily for grades GS 9-13. Three persons may be approved for
assignment within thegeographic area encompassed by this program. Applications
should reach OTR by 15 January 1953 and persons should be available for assignment
about 15 February 1953. (Extension of this program to most other areas of the world
will occur during 1953?)?
This is a two year, full-time study program to train specialists on the Soviet
Union. An effective working knowledge of Russian language is essential. Applica-
tions should reach OTR by 15 March 1953 for assignment in September 1953.
This is a two-year program to provide area experience
It is available for all grades. Applications should be submitted by
15 January for earliest feasible assignment. One person will be selected. for each
country. Assignments for training purposes in other areas of South and Southeast
Asia also can be arranged.

Following a brief orientation in the U,S., trainees spend six weeks
This is the summer seminar Q designed for analysts, of grades GS-9-13.
