Reference is made to your statement of the problem of the
proposed Professional Administrative Officer Program, dated
17 October 1951. With specific reference to paragraph B, the
coordinated view of this office is that items 1 through 4
represent management, wage and classification, personnel, budget,
and personnel procurement problems. There is general agreement
with item 5, for it is felt that OSI would benefit from the
implementation of an Agency program to increase the efficiency
of administrative personnel now on duty and to train new admini-
strative officers.
