Attache System is an essential component of the National Intelligence System; it operates in direct support of not only the Service Departments but also the Central Intelligence Agency. Consequently, there is a complex of information concerning CIA and its relationship to the Service Attache System that it is essential to present to outgoing Service Attaches so that they may acquire the knowledge necessary to enable them and their respective Departments to give maximum support to CIA and to the Intelligence Advisory Committee in their joint responsibility for the production of national intelligence. (2) The Central Intelligence Agency shall brief all outgoing Service Attaches, except those whose assignments are of a purely administrative nature. B. Responsibilities (1) The Director of Training shall be responsible for: (a) Ascertaining and meeting Agency briefing requirements. (b) Arranging for, conducting, administering and coordinating, as app.ropriate~Agenc-y briefings. (c) Maintaining liaison with the military Departments. (d) Arranging special briefings when necessary. C. Nature of Briefings Agency briefings shall include the following: (1) Orientation The mission, functions and organization of CIA and its relationship to the national security structure. (2) National Intelligence Survey Program (3) (a) The nature, scope and status of the MIS :grogram. (b) Interdepartmental responsibilities for collection and production under the NIS program. Agency Collection System (a) The components of the Agency Collection System and their respective functions. (b) The collection and potential objectives of the Agency Collection System. (1i) Relationship Between Military Intelligence Information and CIA Requirements (a) The correspondence between military and Agency requirements for intelligence information. (b) The dependence of CIA upon the Service Attache System for certain kinds of intelligence information. D. Place of Briefings (1) Insofar as possible, the facilities of the Strategic Intelligence School and the Naval Intelligence School will be utilized for Agency briefings.
