NO. 19-51 12 February 1951
SUBJECT: Organizational Changes
1. The following changes in the organization of the Office of
Special Operations are effective 14 February 1951. They will be
reflected by appropriate revisions to OSO Regulation No, 70-1 and to
other pertinent Regulations in the near future.
2. The office of the Executive Officer and the Budget and Liaison
Control Staff are hereby abolished as organizational units of the Office
of Special Operations. Functions formerly performed by those units are
placed in the office of the Assistant Director for Special Operations
and in an Administrative Staff as indicated by the following position
titles:

3. Authority to review and authorize or approve all administra-
tive actions for and within the Office of Special Operations is hereby
delegated to the Chief, Administrative Staff, OSO except where contrary
to the Regulations and policy of the Central Intelligence Agency. All
prior inconsistent delegations are hereby rescinded.
4. The Special Assistant to the Assistant Director for Special
Operations is hereby authorized to sign for and in the absence of the
Assistant Director and Deputy s'lssistant Director for Special Operations
except where contrary to Regulations and policy.
