Z. Under the circumstances. I would appreciate if all such clearances
could be channeled through me until further notice. I do not propose
deliberately to hold up clearances as a means of limiting knowledge of
RAINBOW but I do with to attempt to reach an agreement with the Services
on the timing of briefings before advising them that clearances have beet=
grunted. I would therefore appreciate receiving such notification from you
as the clearances are confirmed. Under no circumstances should such
Colonel Nuetsiato and Captain Walker wall ultixnatsly have to be granted, f
propose to try to delay the actual briefing of many of these individuals for
