RAINBOW Control System
le It in recommended by the undersigned that it be generally conceded
that everybody in Project Headquarters is aware of Project RAINBOW and that
due to this general knowledge, control of RAINBOW documents be turned over
to RI for routine handling. To support the above statement. I would like
to submit the following.
2. First, it should be recognized that all Staff personnel have access
to the Staff Meeting Minutes and RAINBOW has been quite freely referred to
in these memoranda, which are not under RAINBOW SAPC control, nor distributed
to only RAINBOW cleared personnel.
3. Information obtained from the above referenced memoranda couplod
with conversation among the Staff makes the undersigned believe that the
complete Project fieadquarters Staff is witting to some degree if not entirely
witting of the purpose and use of RAINBCW.
4. Therefore, I do not believe that the present system of having
special SAPC control over RAINBOW documents is accomplishing what was expeAed.
Further, it is a time consuming job for our secretarial staff which could
readily be released to the RI Staff for maintenance and up-keep in their
own system.
5. I might point out, for exmnple, twocases which outline the uss-
lessness of the present system. A RAINBOW cleared staff member had a doi:u-
ment which needed typing at just five o'clock the other evening and requesAd
the assistance of M=MMEMIlla secretary on the Cammo Staff, who is
not RAINBOW cleared. Alis memo was typed in the usual SAPC style, and left;

immediately brought the document to this office, questioning why till-

was not under RAINBOW control. This was the first we heard of any such
document. The next morning1111111111 who was unaware of any special 333112
for RAINBOW documents until that time, came to this office to request
assistance in the proper contra.
6. Another such leler was written on RAINBOW matters, with an SAE;
procured from RI, with an 'Mu noted after the number. Tia letter

information, but are cited for examples of lack of control over such docu-
ments.
