MEMORANDUM FOR: Acting Project Director
SUBJECT Dissemination of the CMR to Additional People
at NSA
1. You will recall that by agreement with and
pursuant to your instruction of NSA were
given a superficial RAINBOW briefing in connection with the decision not
to disseminate the DMR and the CMR. FOIAb3c
2. Thus far,, I have been informed by
has encountered only slight difficulty with his superiors in regard to the
nondissemination of DMRs. However, the problem of nondissemination
FOIAb3c of the CMR to his immediate superior and the one once-removed is
anticipated. It should be understood that - operates a very small
exclusive center, the support for which, however, comes from a number
of individuals not cleared for TALENT upon whom he must depend in the
preparation of the data required for the CMR. To insure that this support
FOIAb3c be provided, - should be permitted to show the CMR to the two
superiors. Furthermore, these two superiors need the information
25X1 D2a contained in the CMR as it may bear upon the identification of new signals,
- etc. If this information in the CMR were made available to the
superiors in question for their exclusive use, they might or might not
FOIAb3c be suspicious of the introduction of some new element such as RAINBOW.
It is belief that permitting their access to the CMR on this
exclusive basis would not create any problem, however, in view of the
fact that they do understand the principles of compartmentation frequently
required in NSA business. FOIAb3c
3. For your information, exclusive shop is composed,
in addition to himself, of four officers whose services are required in the
preparation of the CMR. Accordingly, they will be exposed to the contents
FOIAb3c of the DMR. It is opinion that these individuals do not have to be
RAINBOW cleared, again on the conviction that these individuals are well-
trained in the principles of compartmentation and security on sensitive
matters.
