FLAX June 27, 1966' 25X1A6A OXCART SUBJECT: Contractor Manpower Utilization at In furtherance of your June 10 memorandum to Mr. Sheldon and General Geary (Atch 1), a team of NRO Staff, NRO Comptroller, CIA, and Program D personnel surveyed the utilization of ~5X1A contractor manpower at on June 20/21. A list of full- time team members is included as Atch 2. 25X1A6A Each contractor who presently has 10 or more people assigned to - was reviewed (either as a contractor entity or as a participant in an overall functional activity) 0 . by a sub-group of the survey team. Individual reports on each such contractor and functional activity, plus an overall background/general information summary, are included as Atch 3. The findings of the various sub-groups generally indicate 25X1A6A that the contractors are operating effectively, and that present and projected manning levels seem reasonable in light of assigned missions and accompanying workloads.
