On 26 April 1957, I was contacted by Lt. James M. Carr, Jr. concerning the need for Aquatone secufty approval for the attached list of Navy personnel in connection with a proposed briefing by Mr. Clarence Johnson of Lockheed Aircraft Corporation on 30 April. Subsequent discussions with Commander William Holcomb revealed that the briefing concerns Lockheed details, et cetera, and is necessary to the Navy support of the Aquatone/Navy program as outlined Mr. Bissell, and also necessary for any evolution of a Navy program. 25X1A2g 2. My discussions with Commander Holcomb revealed these per- sonnel have the Talent approval and it seems that their Navy Talent briefings encompass information we have considered in the Aquatone Operation's area; for example, all of these individuals have a general knowledge of the Project capabilities, such as range, altitude, domestic and overseas' locations and mission. 3. Following verification of appropriate clearance, the matter of this briefing was reviewed with the Project Director, who I believe attended the meeting. With his approval, Commander Holcomb was advised that the subject officers were given an Aquatone approval as of 29 April 1957. At that time, I briefed Holcomb at length regarding the distinction between Talent and Aquatone. He seemed impressed and expressed the intent to similarly brief the approved Navy officer at the 30 April meeting. 4.
