I am reluctant, however, at this stage to request the DDCI to go to the Air Force and propose to them a transfer of responsibility that they will undoubtedly regard as grasping on our part. I suggest that before any such formal approach is made we need to do some ground work with selected Air Force officers in the Pentagon who will, presumably, not be hostile to the suggestion 25X1X7 that the -pilots be folded into our current CHALICE capability. It is to be hoped that these officers will in turn brief their superiors , who would be the people to whom the highest levels of the Air Force would turn for recommendations when a formal request is made by the [agency. 2. 1 welcome your suggestions as to how we might best accomplish this softening up process, but, in any event, it seems to me premature to ask the DDCI to put the question to the Air Force now.
