B. Memorandum for DD/P from AC/DPD; subject: Proposed Reorganization for Project CHALICE; dated 23 May 1960 (CHAL 0977) Memorandum for AC/DPD from DD/P; subject: Proposed Reorganization for Project CHALICE, dated 24 May 1960 (CHAL 0997) 1. This memorandum contains a recommendation for the approval of the Deputy Director (Plans). Such recommendation is contained in paragraph 9. 2. This memorandum up-dates memorandum indicated as reference A. 3. In reference to paragraph 4, reference A, after further consideration of the subject with the specific intent to provide maximum savings in money, personnel, and equipment while still retaining an effective world-wide operation- al capability, the following is the recommended operational equipment which would be required using the two-base concept: PROPOSED PRESENT PRIMARY AIRCRAFT BASE B ZI TOTAL TOTAL U-2C (J-75) 3 2 5 4 U-2 (J-57) 0 2* 2 8 These articles will be used for pilot proficiency training and any R&D flights which might be necessary. OVERALL PERSONNEL SAVINGS: T.O. Positions 35 Non-T.O. Positions 21 TOTAL 56 NOTE: It is believed that further personnel cuts can be made at both operating bases. This possibility will be explored after each unit has had an adequate operating period with the proposed equipment reductions. 5. It is planned that CHALICE pilot assets will be reduced from 16 to 10 as of 1 September 1960. Five pilots will be assigned at each operational base. 6. Plans are being finalized for close-out of Edwards North Base Detach- ment approximately 15 July, and subsequent movement of Detachment C to Edwards between 15 July and 1 September. 25X1A9a 7. After perusal of latest proposals reference Inflight Refueling (IFR) Drone program and/or Carrier operated articles, it appears that from an operational monetary, and timeliness point of view the IFR modifi- cation provides the best course of action. 8. PROPOSED MODIFICATION AND COST: 25X1A1a a. 1 U-2(J-57) to U-ZC (J-75) b. Modify 5 U-2C's (J-75) for Inflight Refueling Modify 1 U-2 (J-57) for Inflight Refueling c.
