Some weeks ago I presented the attached program approval for signature. This covers the configuration of four aircraft to take the J-75 engine. At that time, the Director orally authorized me to have the work started but said he preferred to postpone a formal approval until after our approach to the President. 2. You will remember that on the occasion of the approach to the President, reference was made to the 3-75 program by General Twining. Later, when the President announced his final decision to Secretary McElroy, I specifically mentioned that we were planning to go ahead with this improve- ment. I believe, therefore, that we are properly covered. The work is now well advanced and I believe this approval should be signed as a confirmation of the earlier and informal decisions and to satisfy the requirements of our regulations. 11j " ul and [4, Bissell, 16f 11 RICHARD M.
