I have noted the referenced memorandum and look forward to receiving the Program Approvals constituting the DPD budget when they are ready. I am in accord with the procedure being followed, subject to the follow- ing comments. Z. In the referenced memorandum you referred (in paragraphs 3.a, and b.) to two program approvals urgently required without waiting for the budget. These two have been signed, in one case by myself and in one by the Director as required by our approvals procedures and are attached herewith. 3. I indicated in the last DPD Staff Meeting that the program of procure- ment planned to be undertaken for the Air Force could appropriately constitute a separate budget heading covered in a separate program approval. You had already submitted such a document to me and I am returning it herewith approved by the Director, 4, I am returning a fourth separate program approval signed by the D/DCI and the DCI covering the pantobase landing gear for one Helio aircraft. I do so with the understanding that this item will appear as part of one of the program approvals constituting the DPD budget. When these regular programs have been approved action on this item will have been taken twice and the attached separate program approval will be superseded. In the meanwhile it will authorize immediate contracting if desirable. 5. The most important reservation I wish to state to your referenced document concerns the list in attachment A of proposed programs which together would constitute the DPD budget. When opportunity offers (hopefully in a few days) I am going to suggest some slight amplification andmoodification of this list which I believe, however, will not require much if any work to be redone.
