I have received an Activity Program (Program Approval) 25X1A1a
covering the above activity in the amount of ~? I believe this
project has already been approved in principle by the Director in this 25X1A9a
amount on the basis of a memorandum from (reference d.
in paragraph 1 of the Activity Program). In signing the Activity Program,
I have stipulated that no procurement action should be initiated until funds
are available. My reason for this is that the memorandum from Mr.
_ which was approved by the Director requested that the funds
be obtained from the Agency Reserve. I am sending you this note to
advise you of this condition so that you will not prematurely make com-
mitments for which no funds are available.
